Regrading

Anyone there care to explain the current system of regrading in Offaly?
Is it something like nominating 15 players for your first team and everyone else is eligible for the next team down?
Laois has a pretty outdated system and there's a chance to do something about it before the end of this month. I was just wondering if it's considered a fair system

In Offaly you can regrade seven players, with the winners of a championship allowed an additional six.

The naming of "first fifteen" is used for the league only and can be abused by some clubs who do not name a "proper" first fifteen.
