Very interesting topic.
I think that between 2/3 to 4/5 clubs in a divisional side would be efficient depending on area, numbers, etc.
Obviously one of the two teams could be promoted. I have alternative arrangements in the event of it happening.
West to East:
Shannon Gaels (Shannonbridge, St Rynaghs, Lusmagh)
St Colm’s (Doon+Erin Rovers) could have Doon/Ballycumber/Tubber-ER JOIN K/K side

Selection would have to be predicated on parish or region being able to compete but not be too strong. In this sense I would only see maybe 4 or 5 regional teams.
St Broughans clubs and Ballyfore
St Vincents or remainder thereof adding in adding brigids and harps.
Clodiagh gaels clubs, Raheen, ballinagar with shamrocks.
Kk kinnity Drumcullen Birr and all south Offaly on Coolderry side of Birr, shinrone, CRC etc
Shannon rangers - St Rynaghs Lusmagh, Shannonbridge, Doon
West Offaly Gaels - Tubber Ballycumber, Erin Rovers. Ballinamere Durrow could join there if were not at senior.
That is six teams. Play two groups of three - only two matches each separate from other senior clubs so they have their chance to succeed. Top club in each group earn place in one of two reserved quarter final places.
This way, minimal interference with clubs. County board would have to put cap on volume of training sessions allowed also. Ie, only train once per week and players with clubs most of time. Won't work if this does not happen.
Rest of senior clubs - 8 in total play two groups of four.
Top team straight to semi. Second plays quarter v one of regional teams
Bottom teams play off for relegation. This way you could wrap it all up over 6 weekends (max three group games, quarter semi and final). Start in July when Offaly finished so players know where they stand and have something to aim for.
Have leagues all wrapped up by start of June, incentivise it with financial prize and or finals in OConnor park while allowing time to prioritise u21 championship through spring and let lads play county hurling and football.
