2012 Draws
Anybody know when the draws are made for the respective championships?
Also, the leagues are due to commence on the first weekend of Feb. Anyone able to shed any light on who is relegated and promoted between the divisions?

Draws are usually made at the february county board meeting!

As far as I know the draws are on the 24th of Jan at the first county board meeting as the league is penciled in for the 4th of february

Here is the structure of the hurling and football competitions in Offaly for 2012. I'll put up the master fixture plan tomorrow or Wed on this thread.
Championships
Football Championships
• 2 groups in each grade of Championship (Senior & Intermediate)
• Junior A Championship and Junior B & C Competitions to be formulated when number of teams participating confirmed.
• Junior A, B & C to be played on home and away as in previous years.
• In Senior Football, seed the previous years (2011) County Finalists, semi-finalists, Qtr Finalists across 2 groups
• Seeding to be applied to Intermediate, Junior A & B when formats confirmed.
• 1 Round to be played late April/ early May.
• 2nd Round to be played in June (if possible)
• 4 Teams to qualify from each group.
o First team in group 1 play 4th team in group 2
o First team in group 2 play 4th team in group 1
o 2nd team in group 1 play 3rd team in group 2.
o 2nd team in group 2 play 3rd team in group 1.
o Extra time to be played in Quarter Finals if necessary.
• Winners of 1st vs. 4th Quarter Final games seeded for semi final draw
• **Relegation - bottom team in each group play relegation game at neutral venue (In the event of a draw extra time to be played in all relegation games)
• Promotion and relegation from Senior to Intermediate and Intermediate to Junior will be a one up and one down basis. Therefore the relegation final will not take place until all clubs who have a second team in the next grade of the Championship are defeated e.g. Senior Football Relegation will not take place until all clubs with Senior teams have exited the Intermediate Championship.

• No ‘B’ Championships
• Minor Championship games to be played on Wednesday evenings
• Group Formats to be confirmed when teams entered are known.
Minor Football League
• Minor League based on a minimum of 13 – a – side game but games can be 15-a-side by agreement of the clubs involved
• Minor County Players may not be available for league matches
Minor Hurling League
• Minor League based on a 13 – a – side game but can be 15-a-side by agreement of the clubs involved
• Minor County Players may not be available for league matches
General Guidelines:
• No break for Adult Championships during the Leaving Certificate.
• Championship games may be played within 3 days after Offaly playing Championship or Qualifier games. i.e. If County game is on Sunday, Club game can be played on Wed.
• Extra time if necessary in all Quarter Final games in Championships and Relegation games.
• Adult Championship games may be played the day after Offaly Minors play in the Championship.
• Clubs who do not return gate receipts within the agreed times should not get further games until they have made their up to date returns.

Football Championships
• 2 groups in each grade of Championship (Senior & Intermediate)
• Junior A Championship and Junior B & C Competitions to be formulated when number of teams participating confirmed.
• Junior A, B & C to be played on home and away as in previous years.
• In Senior Football, seed the previous years (2011) County Finalists, semi-finalists, Qtr Finalists across 2 groups
• Seeding to be applied to Intermediate, Junior A & B when formats confirmed.
• 1 Round to be played late April/ early May.
• 2nd Round to be played in June (if possible)
• 4 Teams to qualify from each group.
o First team in group 1 play 4th team in group 2
o First team in group 2 play 4th team in group 1
o 2nd team in group 1 play 3rd team in group 2.
o 2nd team in group 2 play 3rd team in group 1.
o Extra time to be played in Quarter Finals if necessary.
• Winners of 1st vs. 4th Quarter Final games seeded for semi final draw
• Relegation - bottom team in each group play relegation game at neutral venue (In the event of a draw extra time to be played in all relegation games).
• Dual Clubs may have to play Championship in a three day period ( for example Football Friday and Hurling Sunday )
• Promotion and relegation from Senior to Intermediate and Intermediate to Junior will be a one up and one down basis. Therefore the relegation final will not take place until all clubs who have a second team in the next grade of the Championship are defeated e.g. Senior Football Relegation will not take place until all clubs with Senior teams have exited the Intermediate Championship.
• **NO RELEGATION IN SENIOR FOOTBALL FOR 2012 ONLY.
Football Leagues

U21 Championships
• Football – 1ST Week end in Feb. (under lights if necessary) First named team home venue. If lights not available for first named team C.C.C. will decide venue.
• Hurling to start later as in recent years
Knockout Championship with losers group
Extra time in all knockout games except when games are played at night under lights and Final.
Minor Championships
• Combined ‘A’ Championships only, shield competition for teams that do not progress to knockout stages go into draw for shield
• No ‘B’ Championships
• Minor Championship games to be played on Wednesday evenings
• Group Formats to be confirmed when teams entered are known.
Minor Football and Hurling League
Minor League based on a minimum of 13 – a – side game but games can be 15-a-side by agreement of the clubs involved
• Minor County Players may not be available for league matches
General Guidelines:
• No break for Adult Championships during the Leaving Certificate.
• Championship games may be played within 3 days after Offaly play Senior Championship or Qualifier games. i.e. If County game is on Sunday, Club game can be played on Wed.
• Extra time if necessary in all Quarter Final games in Championships and Relegation games.
• Adult Championship games may be played the day after Offaly Minors play in the Championship.
• Clubs who do not return gate receipts within the agreed times should not get further games until they have made their up to date returns.

5. The first meeting of the County Committee each year shall be held in January, to accept applications for transfer within the county and deal with applications for reinstatement, declarations. After that date no further applications for transfer will be considered except Inter-County transfers. The County Management Committee shall process and make recommendations to the February County Committee meeting on the applications for transfer.
When a player applies for a transfer to another Club within the county, having a change of residence where such is necessary or is declaring for his Home Club (Riail 6.3 T.O. 2011 ), he shall complete an Inter-Club Transfer Form, have it signed by the Secretary of the club he wishes to join, forward the original form to his present Club Secretary and a copy to the County Secretary. The player making the application shall ensure his present club receives the Transfer Form, at least seven days prior to the meeting at which his application is to be made and should he fail to do so, his application shall be deemed to be out of order and refused.
Such application shall not be granted unless the player is in permanent residence in the Parish in which his new club is located (Club boundaries and Bye-Law No. 8 - Parish Rule permitting) or is declaring for his Home Club. If the transfer is granted, he shall be regraded if necessary. To meet the requirement of permanent residence, a player must be residing at his current address for at least 16 weeks, on the date of application to transfer.
6. The Competitions Control Committee shall process and make recommendations to the County Committee on applications for grading of teams and players within the county. Requests for regrading of teams shall be accepted by the Competitions Control Committee, not later than the January County Committee meeting. Requests for regrading of players shall be accepted by the Competitions Control Committee not later than ten clear days before the April meeting (1st Tuesday) of the County Committee.
Clubs may re-grade up to a maximum of seven players at any grade. In exceptional circumstances, the County Committee may allow additional players to be re-graded up to a maximum of twelve.
7. The November County Board meeting shall decide all Championship structures (adult including U-21 & minor) for the following year. After that meeting no further changes to structures can be made.
9 Subject to the Exceptions hereunder, the Parish Rule shall be in force for all grades.
Exceptions:
(a) Where there is no under-age team (U-12, U-14, U-16, Minor & U-21) in a Parish, a player in that Parish, may play with an Independent Team within the County which shall not bear the name of an adult Club within the County.
(b) Where there is no adult football team in a Parish, a player from a hurling Club, in that Parish, may play with a football team, and vice versa, within the County.
Note 1: All Exceptions shall have the approval of the County Committee. Applications for exceptions shall only be considered at the 1st meeting of the County Committee each year and shall be submitted to the County Committee, by the relevant Club, in advance of the 1st meeting of the County Committee.
Note 2: Exceptions under (a) or (b) above shall only be approved by the County Committee on receipt of an application from a club, on behalf of all eligible players and where the request is for all players at the same grade to play with the same Independent Team/Club.
10 At any level, the ‘A’ grade will be the only Championship grade. All others, e.g Minor “B”, Junior “C” etc, shall be deemed as Competitions only and governed by County Bye Laws.
11 Players who played on the winning team in Intermediate and Junior championship finals shall be considered to be of Senior and Intermediate status respectively for the following year’s championships, if they have not been regraded.
12 Where a club fields teams in Junior “B” and Junior “C” competitions in a particular year, a player who plays for the “B” team at any stage of that competition cannot subsequently play for the ‘C’ team in that same year.

Championships and Competition Structures 2012 as Agreed at County Board Meeting on Thursday 3rd November
Football Championships
• 2 groups in each grade of Championship (Senior & Intermediate)
• Junior A Championship and Junior B & C Competitions to be formulated when number of teams participating confirmed.
• Junior A, B & C to be played on home and away as in previous years.
• In Senior Football, seed the previous years (2011) County Finalists, semi-finalists, Qtr Finalists across 2 groups
• Seeding to be applied to Intermediate, Junior A & B when formats confirmed.
• 1 Round to be played late April/ early May.
• 2nd Round to be played in June (if possible)
• 4 Teams to qualify from each group.
o First team in group 1 play 4th team in group 2
o First team in group 2 play 4th team in group 1
o 2nd team in group 1 play 3rd team in group 2.
o 2nd team in group 2 play 3rd team in group 1.
o Extra time to be played in Quarter Finals if necessary.
• Winners of 1st vs. 4th Quarter Final games seeded for semi final draw
• Relegation - bottom team in each group play relegation game at neutral venue (In the event of a draw extra time to be played in all relegation games).
• Dual Clubs may have to play Championship in a three day period ( for example Football Friday and Hurling Sunday )
• Promotion and relegation from Senior to Intermediate and Intermediate to Junior will be a one up and one down basis. Therefore the relegation final will not take place until all clubs who have a second team in the next grade of the Championship are defeated e.g. Senior Football Relegation will not take place until all clubs with Senior teams have exited the Intermediate Championship.
• **NO RELEGATION IN SENIOR FOOTBALL FOR 2012 ONLY.
Football Leagues
• Commence early Feb.
• For 2012 Div. 1 group of will be Min. of 10 teams (probably 12).
• Same formula for Div. 2 and Div. 3

U21 Championships
• Football – 1ST Week end in Feb. (under lights if necessary) First named team home venue. If lights not available for first named team C.C.C. will decide venue.
• Hurling to start later as in recent years
Knockout Championship with losers group
Extra time in all knockout games except when games are played at night under lights and Final.
Minor Championships
• Combined ‘A’ Championships only, shield competition for teams that do not progress to knockout stages go into draw for shield
• No ‘B’ Championships
• Minor Championship games to be played on Wednesday evenings
• Group Formats to be confirmed when teams entered are known.
Minor Football and Hurling League
Minor League based on a minimum of 13 – a – side game but games can be 15-a-side by agreement of the clubs involved
• Minor County Players may not be available for league matches
General Guidelines:
• No break for Adult Championships during the Leaving Certificate.
• Championship games may be played within 3 days after Offaly play Senior Championship or Qualifier games. i.e. If County game is on Sunday, Club game can be played on Wed.
• Extra time if necessary in all Quarter Final games in Championships and Relegation games.
• Adult Championship games may be played the day after Offaly Minors play in the Championship.
• Clubs who do not return gate receipts within the agreed times should not get further games until they have made their up to date returns.

5. The first meeting of the County Committee each year shall be held in January, to accept applications for transfer within the county and deal with applications for reinstatement, declarations. After that date no further applications for transfer will be considered except Inter-County transfers. The County Management Committee shall process and make recommendations to the February County Committee meeting on the applications for transfer.
When a player applies for a transfer to another Club within the county, having a change of residence where such is necessary or is declaring for his Home Club (Riail 6.3 T.O. 2011 ), he shall complete an Inter-Club Transfer Form, have it signed by the Secretary of the club he wishes to join, forward the original form to his present Club Secretary and a copy to the County Secretary. The player making the application shall ensure his present club receives the Transfer Form, at least seven days prior to the meeting at which his application is to be made and should he fail to do so, his application shall be deemed to be out of order and refused.
Such application shall not be granted unless the player is in permanent residence in the Parish in which his new club is located (Club boundaries and Bye-Law No. 8 - Parish Rule permitting) or is declaring for his Home Club. If the transfer is granted, he shall be regraded if necessary. To meet the requirement of permanent residence, a player must be residing at his current address for at least 16 weeks, on the date of application to transfer.
6. The Competitions Control Committee shall process and make recommendations to the County Committee on applications for grading of teams and players within the county. Requests for regrading of teams shall be accepted by the Competitions Control Committee, not later than the January County Committee meeting. Requests for regrading of players shall be accepted by the Competitions Control Committee not later than ten clear days before the April meeting (1st Tuesday) of the County Committee.
Clubs may re-grade up to a maximum of seven players at any grade. In exceptional circumstances, the County Committee may allow additional players to be re-graded up to a maximum of twelve.
7. The November County Board meeting shall decide all Championship structures (adult including U-21 & minor) for the following year. After that meeting no further changes to structures can be made.
9 Subject to the Exceptions hereunder, the Parish Rule shall be in force for all grades.
Exceptions:
(a) Where there is no under-age team (U-12, U-14, U-16, Minor & U-21) in a Parish, a player in that Parish, may play with an Independent Team within the County which shall not bear the name of an adult Club within the County.
(b) Where there is no adult football team in a Parish, a player from a hurling Club, in that Parish, may play with a football team, and vice versa, within the County.
Note 1: All Exceptions shall have the approval of the County Committee. Applications for exceptions shall only be considered at the 1st meeting of the County Committee each year and shall be submitted to the County Committee, by the relevant Club, in advance of the 1st meeting of the County Committee.
Note 2: Exceptions under (a) or (b) above shall only be approved by the County Committee on receipt of an application from a club, on behalf of all eligible players and where the request is for all players at the same grade to play with the same Independent Team/Club.
10 At any level, the ‘A’ grade will be the only Championship grade. All others, e.g Minor “B”, Junior “C” etc, shall be deemed as Competitions only and governed by County Bye Laws.
11 Players who played on the winning team in Intermediate and Junior championship finals shall be considered to be of Senior and Intermediate status respectively for the following year’s championships, if they have not been regraded.
12 Where a club fields teams in Junior “B” and Junior “C” competitions in a particular year, a player who plays for the “B” team at any stage of that competition cannot subsequently play for the ‘C’ team in that same year.

Very comprehensive list of fixtures.Is there any reason why the u21 club football championship is fixed for early March at a time when the county u 21's might be involved in the Leinster championship,the best young players are involved in college football and the u 21's who are good enough to make the seniors are in the middle of the national league.Is there any reason why this could not be played towards the end of the season? Some young players will have no football again from June till the following year if their clubs are out of the senior championship which could happen and may be lost to other games!Any thoughts?

The teams who have entered the adult competitions have been listed on the county Board’s site in advance of the draws tomorrow evening.
Firstly, I note Lusmagh are a dual club again, with a team entered in the Junior C football, a competition they won three times previously. Next task is to buy a football!
There are 47 teams entered, between Senior, Inter., Junior A and Junior B. There was 51 last year. I see there is no Junior C hurling competition, presumably owing to playing numbers.
Compared to last year, Birr have entered only two teams having always been able to enter three teams previously. Shinrone and Drumcullen have also entered two clubs (as opposed the three previously) with Clara entering just the one team having entered two teams previously.
