It might be that the potential employers are shit to work for especially if it takes 7 Interviewers four months to fill one position and directors that consistently under perform every year

Dont know why the county board are having a meeting thursday night as cooney was appointed the job last friday

Isn't Thursday night just the monthly meeting of the full board?
