My Point is that counties in a higher division, playing against better opposition, are in relegation. Then, a team that wins one game, in a lower division finishing 4th in that lower division get into a league q\f with teams playing in a division higher. Dublin were vs Tipperary this year but for the last few years Dublin have recorded victories over tipperary. Clare lost this year by 7 points to Tipp. Hardly out of their depth. Offaly were cannon fodder today

The reality is. Offaly might have got together in late 2016 to get ready for the 2017 season. Dublin collectively probably a month or two earlier. He has valid points. The one thing you can no longer afford to have if you wish to be a competitive county is a male functioning underage set up. Offaly are reaping what they have sown the last 20 years. Which was nothing.

100% proposal. Really would make a difference. Where it falls down is club and county board unable or willing to admit that work needs to be done and the total lack of people on the ground who could come together and work a plan like this.
